In 2014, working at an animal shelter in Virginia, the reality of our limited knowledge was stark. Decisions rooted in outdated practices often led to unnecessary euthanasia. Simple ailments or perceived behavioral issues were often deemed insurmountable, resulting in tragic outcomes for countless animals. For instance, a puppy diagnosed with distemper, a disease we knew little about, was immediately euthanized based on fear and lack of information. Similarly, an outbreak of calicivirus led to the culling of nearly the entire cat population. Our behavior assessments for dogs were rudimentary and often led to euthanasia based on minimal reactivity. Cats with FIV or FeLV were automatically considered unadoptable and euthanized, driven by the misconception that they posed a threat to healthy cats.
These actions, though heartbreaking in retrospect, were born from a place of perceived necessity and a lack of accessible, progressive sheltering knowledge. There were no readily available resources or training to challenge these norms. Even our consulting veterinarian offered no guidance towards more life-saving alternatives. While the weight of these past decisions remains heavy, it’s important to acknowledge the persistent efforts of my supervisor who continually pushed for increased life-saving measures. This drive is what ultimately led us to discover Dr. Ellen Jefferson and the groundbreaking work of Austin Pets Alive.
Discovering the Austin Pets Alive! Model
Our encounter with Dr. Ellen Jefferson occurred at a conference in Southern Virginia. Her keynote address detailed the remarkable transformation of Austin Pets Alive! The foundation of APA!’s success, as Dr. Jefferson explained, was a commitment to saving every animal possible, especially those most vulnerable to euthanasia in traditional shelters. This included neonatal kittens and puppies, animals battling illnesses like FeLV and distemper – conditions we considered death sentences – dogs with behavioral challenges, geriatric pets, kittens with ringworm, dogs with mange, and even pets with chronic conditions like diabetes or paralysis.

For someone operating in a world where a 90% save rate was an aspirational target for all animals entering the shelter, Dr. Jefferson’s vision was revolutionary. This presentation was a watershed moment, profoundly impacting my perspective and that of many others present. When leadership opportunities arose at Austin Animal Center, the municipal shelter of Austin, Texas, my supervisor, a colleague, and I made the move to learn firsthand from the organization challenging every convention we knew – Austin Pets Alive! We spent years collaborating with Austin Pets Alive! to elevate the City of Austin’s save rate to an astounding 97%, effectively making Austin a no-kill city. This experience reshaped my understanding of animal sheltering, proving that every pet deserves a chance at life and challenging the notion that any animal is inherently “un-savable.” It forced a critical re-evaluation of past practices in Virginia and the self-justifying narratives we had constructed around euthanasia being “normal” or “necessary.” The memory of the animals we failed to save served as a constant reminder of the urgency and importance of this paradigm shift.
